Background and History

The Regional Educare Council (REC) started as an Early Childhood Development (ECD) non-profit organisation that was established in 1993. The purpose was to service the entire Eastern Cape Province with ECD services, as a result during the early stages of the organisation we managed to set up 8 offices strategically situated through the province. Together with the IDT, REC established a programme that was responsible for assisting needy communities to build their own pre-schools. This was prior to the Education Department introducing grade R in schools. REC managed to raise + R20 million that was dispersed to needy pre-schools throughout the province. This was done through the establishment of ECD district forums who met monthly to decide and select preschools that needed to be assisted within those particular districts. REC would then grant R30 000 to each community to assist with the building of schools. Through that partnership REC managed to assist with the building of 500 schools within the province. We work with +- 2000 pre-school communities in the province. REC has also been involved with the Expanded Public Works Programme in a number of districts. We were also involved with the Community Works Programme where we created job opportunities for 3000 beneficiaries. We also own a mobile toy library that visits children in rural areas to stimulate them using educational toys. We work with many pre-school communities in many villages throughout the province. We have, however, consolidated our offering to specialise in training and development of ECD Practitioners.
